It pays eight. Period. You might run into some batshit clients that think they don't pay if there is nothing to do (they ran out of stories, project pauses, etc.) but that is not how it works. They are renting our attention. My current client operates under that assumption that I maybe work four hours a day and bill for eight. In other words...he is realistic. He is surrounded by contractors.
