On the HTML level I would think of something like Subresource Integrity[1]:
<a href="https://example.com/hw.txt" integrity="sha384-oqVuAfXRKap7fdgcCY5uykM6+R9GqQ8K/uxy9rx7HNQlGYl1kPzQho1wx4JwY8wC">Hello World</a>
This already exists for the <script> and <link> elements and could probably be added to the <a> element. The primary usecase would probably be downloads, but it could also be interesting for regular links to other HTML pages. You could get an error page similar to the one with invalid TLS certificates.
The main issue I see is that all this would be gone if you simply "Copy Link".
