I understand but that reason/excuse only works to a point. They might not need to close it right away but should still close it soon. They should lock the account attempt to contact the person using their contact methods and give them perhaps 30 days (90 at most) in case: - The person asking to close the account isn't the same person the account belongs to, and the person who created the account is on a vacation or something - There is some nefarious activity in progress and closing the account would hamper dealing with it ...and after this they can close the account without demanding the ID.
