Should as in 'logically' or 'in good sense' should, not 'legally' or 'physically' should. Yes, they are immediately less operational than a long term mediocre employee, but their potential is much higher on average. I'm assuming that it wasn't merely that entire roles were laid off, but something like some percentage of given roles were laid off.
