Well these days the definition commonly includes some sort of international recognition. Warlords don’t count anymore.
- nopenopenopeno 4y agoThey do if they have a monopoly on violence. Whether or not your favorite state acknowledges another state is a different question. And of course once a state is defeated, it ceases to be a state.
