There are 3rd party services which can handle this for you, but I can't think of any of them off the top of my head. You can use the AWS api's to do your own self-monitoring and cut back or suspend services if you approach or hit your spending limit. EDIT: You'll actually need to do the calculations to match up the service stats with the billing costs, but that should be a fairly simple calculation.
