Strategy? I think you're giving Musk too much credit. It seems pretty clear to me that he had no real plan for Twitter. I really think he bought it on a whim, then tried to get out of the deal when he had buyers remorse. Now the blue bird is an Albatross and he's flailing about trying to figure out what to do with it.
