This would be the best approach, but sadly in reality people will elect politicians with their sole aim of reducing any and all taxation, no matter how reasonable and needed. Even an imagined threat of proposed new parking/driving taxes contributed to sinking Vancouver's Mayor Kennedy Stewart in the most recent election (even though he voted against new parking fees earlier in the year).
