Depends on the person as to whether I'd say that. With an employee who's constantly moaning about everything - I'd absolutely say that. With my wife? Noooo, it would sound like I'm saying "I'm not interested in your problems unless you have solutions". As her partner, she wants me to share the burden of her problems, even those for which she has no solution.
