Well it might not be possible to be 100% sure, but there are several tells that likely is.
1) the wide brim at the back of the helmet with the right temple insignia
2) the epaulettes clearly featured on the shoulder.
3) The extra wide and dark collar
My years of experience watching Hogan's Heros tells me that is in fact a German uniform.
