Are you logging in with an Administrator credentialed account _in_ the Organization master account? Did you give your boss a Billing role in IAM, within the Organization master account? If so, search for the “Billing” service and Payment Methods will be on the side. If in doubt, use the root account, but do so only sparingly. You can use it to debug admin and billing permissions.
