I've lived all over the UK and concluded that while the exact conditions vary a bit, it is just background noise against the generally foul climate. Malta is about the best option I've been able to come up with - no language issues and still in the EMEA region for work purposes. Switzerland would probably be a better fit for me in terms of both climate and society, but they like foreigners even less than we do and the language situation is intimidating.
