Look at some of the less summarized data tables and you can see that Arizona hasn't been at all out of drought since August 2020. So 2+ years of unending drought conditions, even if the category isn't all the way up to Extreme at the moment. Now, it could now be that the graph needs to be re-zeroed, but that's no help to any farmers. Edit: Or, you could go with the official definition directly below my musing.
