Besides personal experience you didn't really give an answer to the first part. As for "should", let me put it another way. If someone can't afford it, is it okay to let them take it free? No. They either never buy it, save up for it or get it as a gift. But it is not okay for them to take it and claim its alright because "I can't afford it".
