The efffort to save that money will be very different per country of origin, which is very unfair. A Brazilian engineer has 3X better wages than an equivalent Chinese engineer, due to different currency valuation and salary standards. There's nothing stopping the creation of other paths to residency/citizenship. Everything suggested can be implemented without worsening anyone's situation. I definitely wouldn't call it asinine because it doesn't help everyone equally.
