My favourite resolution is that "intelligence" is a concept created by humans that only humans and species evolutionarily close to humans have. It should be called "human intelligence". The Fermi paradox doesn't work because we have roughly the same chance of finding a human-intelligent alien as we have to find a Swedish-speaking alien. For all I know the planet Neptune is actually alive and intelligent in a way we cannot comprehend.
