Fundamentally, what we have is the US Federal government is not allowed to take certain activities so they outsourced it to third parties.. all the while people claim these are private companies doing what they want. I propose a new rule: If it's illegal for a government to do, it must also be illegal for them to request, pay, demand, threaten, require, or imply that another should do it.
