Certainly a provocative comment. I have a bit of a track record for discussing the relationship between c, ε0 and µ0 on HN for the reason that if c^2 = 1/(µ0 ε0) then we have a chicken and egg problem. c is often treated as the fundamental constant but clearly it is related to the physical constants ε0 and µ0 - and its relationship to the constant α. I'm not going to go over what I've posted before about this nor am I going to debate this provocative paper. The only point I would wish to make is that it seems to me that this relationship is probably more important than is generally accepted and needs more attention.
