From what I read, he was inspired by futurist Jacque Fresco and Roddenberry wanted to show that a better world is possible and challenging norms that are holding back humanity. That's what I meant with what he was 'trying to achieve' at the beginning with TOS. I also read that later in his life he believed the hype about himself and became difficult to work with. Whether it's true or not - I don't know.
