The only reason they sell in USD (aside from stability) is that they buy things in USD (weapons, financial services, US investments). THAT is what keeps the US dollar value higher (which isn't a good or bad thing in and of itself). This isn't a conspiracy, it's no different to how you sell your labour in USD instead of asking for bitcoin...
