Abstract: In World War II the United States spent 330 billion dollars. An American businessman on the staff of the Reader’s Digest, WILLARD R. ESPY proposes that by spending 100 million dollars a year on engineering projects in China, India, and Palestine we can increase the irrigated areas of the world by a sixth and add to the world’s electric energy an amount equal to all the hydroelectric power produced in the United States. The projects he blueprints would be self-liquidating: in time they would result in a steady flow of orders for American goods.
