By implementations I mean the general infrastructure for enforcing country-specific laws locally, but not as a general rule of Twitter. Non-motivated non-adversaries already defeat these systems by accident, which I assume are mostly based on user-reports. But apparently Germany's regulators are satisfied enough with Twitter's implementation, since I haven't heard about any issues with it.
