My favorite reference point for Javascript use is simple-HTML version of GMail. It's a webapp and it works fine with ~0 javascript. Is your thing more complicated than GMail? If yes, maybe you can use Javascript in proportion to how much more complicated it is. If not and you are still using a ton Javascript, please don't ever write software.
