I can't tell which direction the causation goes in this case(I mean I'm sure it's both, at least to some degree). It also makes sense that drugs that are illegal are used by "criminals" or those associated with criminal behavior. In regards to new substances that aren't illegal yet, they are likely to be sought out by those who already use other illegal substances with similar effects
