Essentially if you have a seller account and any funds in PayPal, you agree that they can take $2500 from it for anything they don't like about you, per instance. Doesn't seem to apply to regular transfers or non-seller accounts though. Also, technically they are right saying "misinformation" is not on the list - it isn't, only a dozen of other things among which is "other forms of intolerance", "promotion of hate", "considered obscene", - which is determined by them and you agree in advance each time will cost you $2500 per pop.
