If you include the large homeless population in the denominator I’m sure this is true, but I doubt it’s representative. Controlling for square footage doesn’t fix the problem either. Maybe add in parking costs and the never ending car window glass replacements and you get close. It is a great city if you need cheap and easy access to fentanyl, but so is Portland, and at a fraction of the price.
