I think it's okay to make any feature that requires active operation at manufacturer's side a paid operation, such as navigation (if they keep updating it with better data), FSD (if they keep updating the software) etc. But, making any feature already built into the car that doesn't have an operational cost, paid, should be illegal. Example: heated seats, CarPlay (given they aren't actively adding more features) etc.
