Elon tends to expand into businesses that can leverage tech his companies have already developed; for example I believe the tunnel company leverages metallurgy trade secrets mostly from SpaceX, but perhaps also from Tesla. In this case, I think he must believe Tesla AI is ready to do a whole lot of moderation; perhaps in a hybrid model with some high-skill human moderators. That's an approach a previous company he was part of, PayPal took re spotting fraud - a task that's not that different than rooting out bots and nation state actors. I don't doubt his sincerity with regard to safeguarding free speech; but he may also have been sizing up the AI application to moderation angle for some while.
