Yeah there's no way they would actually spend money to protect soldiers for such an unlikely threat if they wont protect them now on the front lines. They do this kind of thing just to imply that things will escalate to nuclear war. By doing or just announcing/leaking this kind of "preparation" they can get some people in the West to think they're being super-serious about nuclear war, and thus cause them to advocate on their behalf. It's pretty effective too, we see Elon last week and today a few liberals in congress asking Ukraine to give Russia what it wants.
