A frustrating thing to see coming from Apple, who originally had us so excited about open web protocols (death of Flash etc) but now aims to lock users into the walled garden at any opportunity.
Apple sees they cannot extract their 30% cut on each NFT sale, and also sees how users might be inclined to exit the walled garden if a game/app and its assets can only be purchased outside of the App Store. It looks like with the "no functionality" clause, they've decided just to try and stop the problem altogether, before NFT usage continues to grow.
It may also be that they wish to eventually release their own wallets and smart contracts (tokens/NFTs), and force all in-app activity through them to get their 30% fee.
