No workaround needed, just poorly placed settings and toggles:
• Finder -> Preferences -> Advanced -> “When performing a search: Use the Previous Search Scope”
• On any Finder window, CMD-F -> Search: This Mac / [ FolderName ]
• On the loupe: “Filename” instead of “Everything”
