Most likely the machine had not been wiped and reinstalled, and there was some real malware on it (probably a crypto-miner of some kind).
It makes no sense that Lenovo's dev teams would add bloatware to a machine to the point it literally crawls, and then say "yeah, this works great" and sign off on it for manufacturing.
My own experience of Lenovo is the opposite: snappy and fast even on low-end hardware with integrated graphics, many months between needed firmware updates, and the machines are always fairly priced for what you get.
