This is tangibly related to gov software being open or not. E.g. do you want your social security or medical system to be open source or not? Much more eyes can look at it and catch bugs. Many adversaries also have eyes and can do a passive analysis even before connecting. And they DO have budgets to do that very thoroughly. This is also a form of security by obscurity.
