This is not true at all, India has a relatively healthy triopoly of payment providers, GPay is definitely not at the top. As someone from New Delhi, very few people around me use GPay, and instead use PayTM. And the difference is moot since all of these services use UPI anyway, so it's not like Google Pay being a monopoly would drastically change how much data the government can see.
