It does not matter whether a harmful strain of a virus, bacteria or a plant has broken out of the lab through incompetence or through the actual hostile action of a hostile organization. Its the same result with a biological attack. Imagine a wheat strain that makes all wheat 30% less productive, infecting the existing grain crop, and the ensuing hunger.
