Thanks. My take on it was this is about mid terms, and nothing at all really to do with rolling back the war on drugs. The governors "way ahead of him" are in states that are already voting blue. It's meant to put the red states at risk, in a damned if you do, damned if you don't way. It's fairly brilliant honestly, strategically, but tactically I don't think will have measurable effect.
