Question - if a business permanently suspends a user, will the user ever be able to come back to the account? (of course, theoretically no). Then, why not just

Question - if a business permanently suspends a user, will the user ever be able to come back to the account? (of course, theoretically no). Then, why not just delete the account, why only suspend? What benefit is it to the suspended user, more importantly to the business?

For example: Keeping a record of the user getting a ban. Keeping the data that led to the ban. Keeping the user data in case the ban needs to be repelled.
