Unfortunatly, they do not create the ability to empathy in these flawed creatures who rules us, thus they are still capable to send others en mass to die for silly dreams of greatness, once they do not fall under the protective shade of the mushroom. Unless, there were a system to peacefully dispose of them every 4 years, once their disability to govern properly is proven beyond a doubt.
