There's no law in Russia, or within the power of Russia, except for the wishes of the State, or the organs of State.
In such a situation, to announce the decleration of martial law is rather deceptive : the State already wields absolute power. It is I think intended in part to play to audiences who do not know this.
As it is, I suspect now what comes is mass and forced deportation of Ukrainians in the face of the advance of the Ukrainian army; Lord knows what is happening to these poor people once they are shipped into Russia.
Such deporations are ongoing in the territories which were occupied earlier in the war.
The other horror is military slavery, where Ukrainians are forced into the Russian army, to fight the Ukrainians who are pushing the Russians out of the Ukraine.
As you can imagine, their military value is slight; I am hoping most of these people are able to surrender, but it is not always possible, and an artillery shell blows you apart whether or not you were forced into the army.
