Finally, there is no vocal (or at least well-heeled) constituency advocating for change. It's actually dangerous to complain too much if you are poor and vulnerable. People already think you must be a bad person and fuck up. If you go aggravating people, it can come back to bite you rather than get you justice. These are often people who don't want to draw attention to themselves lest that make their already sucktastic life even worse.
