FWIW at my own workplace the focus on cloud spending and cutting that bill has gone through the roof. The incentivization has been so good that teams are now constantly trumpeting their cost-saving measures. I've even seen cases where systems are purposefully shipped without any optimizations in order to give room for the follow-up "we saved $500k/year on this" email.
