I think it's more that American weapons technology has never been used for defense of the US. It's almost purely aggressive technology used to oppress and intimidate weaker countries into doing our bidding, and no plausible attack on the US by a nation-state would involve anything less than large scale nuclear attacks, because that's what it would be met with. Doesn't really fit into the 'hacker ethos'.
