Whatever Joe Biden can do, the next Republican president can do, too and vice versa. Or, to take a historic perspective: whatever rules and exist and whatever data (e.g. list of Jews) existed before the Nazis came to power were also available to the Nazis even if the original reason for these rules and data collections were well meaning and maybe even good in context.
