I believe that the satellites are put into specific orbits or focused on specific geographies.
In addition, there’s a number of costs to serving Ukraine:
1. Cost of sending ground stations to Ukraine vs. selling commercially.
2. Cost of paying the on ground ISP/Telco providers for bandwidth / transit.
3. Costs of mitigating nation state attacks on Starlink infrastructure.
4. The network only has so much capacity, opportunity cost of allocating that to Ukraine.
I’m not a Musk fan, but I do think he has a point. Government are spending billions on defence contracts / aid. Why shouldn’t they fund Starlink?
