I have been worked for an ISP in the past. Most of the abuse reports was automatic generated copyright infringements for users using P2Ps and we ignore them at all. Another big number of abuse reports come from "the internet police": pedantic users that complaint about receiving a port scanner or a malformed HTTP request on their servers. We barely ignore them too. In any other cases, we care about it. Anyway, at least in Italy, ISP cannot do too much and responsabilitiy is up to the final user.
