Is the only way for the fcc and faa to come to a joint conclusion for someone to spend millions in court forcing them to?

- throwoutway 4y agoDid I say that? Or am I responding to a extremely bizarre comment about the US being a “failed state” when parties found a solution without even exhausting the most obvious answer (given the US is a lawsuit-happy nation)
