I think this is pretty hard to stop and not necessarily a bad idea depending on your perception of how screwed we already are. It'd be hard because many proposals are within the range of many nations or just billionaires and it's going to be really hard to stop a nation being hit hard by climate change from acting to protect themselves. So the sensible thing to do is to try to do it in the most understood and least harmful way because otherwise there are going to be less discerning and more desperate people doing it their own way.
