If you read farther in to the article, the reasons why Republicans aren't using the verified political sender program (which is available to legitimate political campaigns of all parties, not just Republicans).
Republicans have been complaining (with statistical evidence taken from published research) that Google marks Republican party email as spam much more often than it does with Democratic party.
In an effort to dampen the political pressure against them, Google created this program. However, participation in the program has a host of requirements, critically including that any campaign whose emails get flagged as spam will be removed from the program. Since Republicans would only want to enter the program to stop Google from flagging their emails as spam, which evidence suggests they routinely do, they'd all just get booted from the program immediately anyway when their email got flagged as spam.
The whole program is basically a farce, designed purely to make it look like Google has stopped flagging Republican emails as spam while not actually doing so.

- codefreeordie 4y agoGoogle's spam filter automatically marks Republican campaign mails as spam at a significantly higher rate than it does for Democratic campaign mails, which is how this whole thing got started.
