Perhaps relevant here would be the current approach in South Africa; it’s been decriminalised for use (for adults) in private. One can grow a certain amount at ones private residence, and consume it freely there as well. My understand is that outside of this context, it remains thoroughly controlled. I’ve not heard much about it having caused problems yet!
