The Recurse Center is a community of 2000+ technically inclined people. They have a very active Zulip forum. They rigorously protect [social rules] that discourage the behaviors you listed. It's free, but very difficult to get in. You have to first apply and then dedicate at least 6 weeks of your life to learning.
